Born in Buenos Aires, in 1961 Noé co-founded the group Otra Figuración [New Figuration], an artistic group interested in responding to what they perceived to be an existential crisis caused by the rapid urbanization of Argentina. He is considered by many critics to be the most introspective member of the group as well as the most politically involved. Noé traveled with the group to Paris for a year, and then to New York in 1965. Afterwards, Noé quit painting for almost a decade, taking up writing and publishing Antiaesthetic during this period. He began painting again in 1975, still interested in the reality of chaos, but now exploring it through complex images based on South American myths and nature.
